Here below the various charges for environmental permit application etc. accurate as of 10th September 2020. For full list please read this document.
Understanding the cost implications of environmental permitting is a vital component of any project's feasibility study. Following the major overhaul of the Environment Agency (EA) charging scheme, permit fees are now structured based on the specific "activity" and the regulatory effort required to assess the risk. At SWEL, we provide strategic advice on these costs, ensuring that operators in the waste, industrial, and agricultural sectors are aware of both the initial application capital and the ongoing operational expenditures required to maintain compliance.
The choice between a Standard Rules Permit (SRP) and a Bespoke Permit has a significant impact on your initial fee. SRPs are typically lower-cost fixed-price applications—often ranging from £1,600 to £3,900—designed for low-risk, standardized activities. However, if your site falls within a sensitive zone or requires custom mitigation such as a bespoke Odour Management Plan (OMP), a Bespoke Permit is required. These fees are tiered and can exceed £12,000 for complex installations, making technical vetting essential to determine the most cost-effective route for your business.
Permit charges do not end at the initial application. Significant Variation Fees apply if you increase capacity or change processes, often costing up to 50-75% of the original application fee. Furthermore, when a site is decommissioned or sold, a Surrender Fee is required, which involves a technical audit of the site's environmental condition. We assist clients in managing these lifecycle costs, providing the technical evidence required for effluent treatment upgrades or process changes to ensure that variations are processed efficiently by the regulator.
One of the greatest financial risks in permitting is "administrative rejection." If an application is submitted without the correct technical reports—such as a Air Quality Impact Assessment or a Fire Prevention Plan—the EA or NRW may reject the application and retain a significant portion of the fee. Our "True Data" approach ensures that every application is technically robust from the outset, protecting your fee investment and ensuring a faster determination process, which is essential for timely project delivery in the planning and development sector.
Once a permit is granted, operators must pay an Annual Subsistence Charge. This fee covers the ongoing cost of regulation and inspection, and is often linked to your "Operational Risk Appraisal" (Opra) or equivalent compliance rating. We help our clients minimize these ongoing costs by implementing professional environmental management systems and efficient engineering controls. With over 900 projects successfully delivered, SWEL brings the technical authority (IES/SocEnv) required to ensure your permitting strategy is as cost-effective as it is compliant.
