Goodbye Waste Carrier Licences: Are You Ready for the July & October 2027 Deadlines?

If your business transports, buys, sells, or arranges the movement of waste, 2027 is the biggest regulatory shake-up in over 30 years.

We regularly receive calls from contractors, skip hire firms, and groundwork companies asking how the new Waste Transporter and Controller Environmental Permits and Digital Waste Tracking work together. Here is a straightforward breakdown of the dates and what you need to do before the deadlines hit.

Key Deadlines at a Glance

"I Only Carry My Own Business Waste—Am I Exempt?"

Under the old system, businesses that only transported their own waste (except construction and demolition waste) registered for a free, indefinite Lower Tier licence.

Under the July 2027 rules, Lower Tier registrations are being abolished:

Why You Should Prepare 6 Months Early

When the legacy SR2008 and SR2010 site permits were consolidated into the modern SR2021 series, operators who left their applications to the last minute faced long Environment Agency queues. With hundreds of thousands of Upper and Lower Tier carriers transitioning between July 2027 and July 2028, both the CIWM competence assessment centres and the Environment Agency permitting teams will experience heavy demand.

If your Upper Tier registration expires in the second half of 2027, you must submit your new Environmental Permit application at least 3 months prior to expiry to benefit from transitional protection.
