Navigating the 2027 Waste Carrier & Permitting Reforms
For over a decade, the Carriers, Brokers and Dealers (CBD) registration regime allowed businesses to register as a waste carrier in minutes with minimal scrutiny. In 2027, that changes permanently.
Between July 2027 and October 2027, DEFRA and the Environment Agency are replacing standard waste carrier registrations with formal Environmental Permits and rolling out mandatory Digital Waste Tracking (DWT).
With over 900 projects delivered across the UK, Southwest Environmental Limited (SWEL) acts as your technical advocate—helping hauliers, brokers, skip hire operators, and construction firms transition smoothly without operational disruption.
The Two Major Milestones in 2027
22 July 2027 – Environmental Permits Replace Waste Carrier Licences: The CBD system closes to new registrations in England. Operators must apply for a 3-year non-transferable Environmental Permit as a Waste Transporter, Waste Controller, or Waste Controller-Transporter, complete with mandatory technical competence (CIWM CaT scheme) and written management systems.
October 2027 – Mandatory Digital Waste Tracking (Phase 2): Paper Waste Transfer Notes (WTNs) and hazardous waste consignment notes are phased out. All permitted carriers, brokers, and dealers must log waste movements digitally at the point of collection via the central government tracking service.
Which New Permit Category Applies to Your Business?
Waste Transporter Permit (Hauliers, couriers, and subcontracted transport fleets): Physically moving waste from A to B without classifying the waste or choosing the destination site.
Waste Controller Permit (Waste brokers, dealers, and outsourced waste managers): Arranging waste collection/recovery, buying or selling waste, classifying EWC codes, or selecting receiving sites.
Waste Controller-Transporter Permit (Skip hire, commercial waste collectors, muck-away, and clearance firms): Both physically transporting waste and making decisions on where it is taken or how it is treated.
Registered Exemption (Qualifying low-risk "own-waste" businesses and charities): Moving only your own non-hazardous business waste (excludes construction & demolition waste, asbestos, and PCBs).
